As for why they can't just include a download code, pretty much the same reason, deals need to be made to manufacture the paper that the code comes on and more than likely that couldn't come together in a timely manner so that the printing company had enough time to print them and send them to the company manufacturing the Collector's Edition.
All in all, I would prefer this to become the standard, so I could get the goodies later if I end up liking the game and won't have to pay extra for the game again. Also it allows everyone the choice between digital, physical, Gamepass. This is not the only reason. It also makes it easier for people who already bought the game and decided they liked it enough to justify the purchase of the collector's items since they aren't also wasting money on a second copy of the game.
Sea of Thieves has tons of collectibles, but they're sold individually on their store. They've got coins, signed art books, signed story books, shirts, etc. It just makes more sense to do it that way, but if you have a tighter package you want to offer and push at retail then it's nice to have a bundle. I loved how Halo 5 did it though, too. Because some people want the digital version only or Game Pass only. So it lowers the cost, plus gives the player options.
Or don't and make the limited edition cheaper that way people can buy a copy of the game for less money from else where. The people who go for this typically use their Bing or Xbox rewards to knock off a significant amount of the purchase price. The real question: why would anybody want this shit anyway? Albeit, they should probably have multiple editions. Halo 5 treated me too well with a steelbook and a digital download, I have missed that ever since. Not including the game so you don't have to open the box. Buy the game separately, seems like a good move to me. I don't mind sets like these because I mostly buy my games digitally. In the past I would have to buy the game twice if I wanted a Collector's Edition. That said, these sets should probably not be named Collector's Editions if they don't actually include a game.
Best case scenario. Make a version with the game physically included, and one without the game that is a bit cheaper for the people who bought it digitally. Having only the one without the game is kind of a rubbish idea imo. I just don't get why they dont make a version with like the ultimate version included.
